The Energy Transition Programme is a powerful sanction barrier for 88% of the world’s population, said Igor Sechin, Chief Executive Officer of Rosneft Oil Company, at the XVII Verona Eurasian Economic Forum.
He said the unhealthy, artificially created agitation around the issue of climate change today was leading to outright abuse. «For example, according to a recent investigation by the international association Oxfam, the World Bank has failed to account for nearly $41 billion spent on climate projects,» Igor Sechin said.
He noted that entire nations are not averse to capitalising on the energy transition. «Recently, Foreign Affairs, one of the main voices of US foreign policy, suggested combining the fight against climate change with the promotion of American economic interests. The publication put forward the idea of supporting «green» technologies in developing countries in a similar way to the Marshall Plan,» said the head of the Company.
Igor Sechin recalled that after World War II, the implementation of the Marshall Plan allowed the US to support American industry, win foreign markets and strengthen American influence in Western European countries.
«The new Marshall Plan suggests that in order to restore global leadership and regain technological sovereignty, the US should oblige developing countries to buy American technology and equipment for the green transition in exchange for American financial aid,» Sechin explained. The US intends to stimulate its partners' desire to fight climate change with a very strong argument: countries that refuse to promote the US-centric “green” agenda will have to pay import tariffs. «This confirms our thesis that the announced energy transition programme is essentially a powerful sanction barrier under an alias for 88% of the world’s population, for everyone who is not part of the «golden billion»,» said Igor Sechin.
He noted that the author of the «new Marshall Plan» is, not coincidentally, the former director of the US National Economic Council, Brian Deese, who comes from the BlackRock Financial Corporation, which actively profits from «green» projects.
«However, unlike Truman-era United States, the US today is unlikely to be able to implement such a programme for a number of reasons. They are no longer leaders in either technology or global trade, and the dollar has long since become an instrument of sanctions,» the Rosneft CEO summed up.
